Computer running slow... but not using all memory?

OK... i have a pretty sweet computer...
Specs
Quad core AMD Phenom 9650 2.30ghz processor
8 gigs of ram
BIOS Version ASUS_ - 42302e31 Phoenix - AwardBIOS v6.00PG


so a little background..
I have been having issues with certificates and youtube videos loading. my internet is 15mb download speed. and i use to be able to load 1080p youtube videos in about 10 seconds or less. now i have to pause and go make dinner on some of them to be able to watch without it pauzing to load. I have also noticed that my computer will spend an hour or so moving a 20gb file from one hard drive to another... this use to take about 3 to 4 minutes TOP... sometimes less then a minute.

BUT.. i recently upgraded to windows 7 and i feel that since then my PC performance has been sub par. (but ony in some areas... i can play hardcore computer games at full graphics like Dirt 2 without error) so i am thinking that maybe my Motherboard and my bios are not up to date for windows 7. i dont know how to update them.. i am not sure how to find out what type of mother board i even have...

the main problem is that when my computer is not running any programs according to task manager.
and i try to move a big file it will take a long time... but my processor and my memory monitor never has them above 10%... why wont my computer use more of its memory and processor... (thats why i have more of them i might as well have 2 gb ram it wouldnt be any different.)

any thoughts?
extra info... my computer defrags the harddrive every wednesday... and this install of windows 7 is only about a month old.

They have already sued the State of Arizona and two counties in Arizona. In Sept 2008 ICE gave Joe a clean bill of health saying his actions were proper when it came to handling illegal aliens. And In Mar 2009 Eric Holder started investigating Sheriff Joe again. Now they are suing Joe Arpaio. And their complaint? He's not providing them with enough records.

It looks to me if the Justice Department wanted to REALLY do some good they would be leaving Joe alone and doing more to catch illegals.

*LOL* But what does our government do? Set up signs warning US Citizens there are bad guys crossing the border.

Signs in Arizona warn of smuggler dangers

The federal government has posted signs along a major interstate highway
in Arizona, more than 100 miles north of the U.S.-Mexico border, warning
travelers the area is unsafe because of drug and alien smugglers, and a
local sheriff says Mexican drug cartels now control some parts of the
state.

The signs were posted by the Bureau of Land Management (BLM) along a
60-mile stretch of Interstate 8 between Casa Grande and Gila Bend, a
major east-west corridor linking Tucson and Phoenix with San Diego.

They warn travelers that they are entering an "active drug and human
smuggling area" and they may encounter "armed criminals and smuggling
vehicles traveling at high rates of speed." Beginning less than 50 miles
south of Phoenix, the signs encourage travelers to "use public lands
north of Interstate 8" and to call 911 if they "see suspicious
activity."

Pinal County Sheriff Paul Babeu, whose county lies at the center of
major drug and alien smuggling routes to Phoenix and cities east and
west, attests to the violence. He said his deputies are outmanned and
outgunned by drug traffickers in the rough-hewn desert stretches of his
own county.

"Mexican drug cartels literally do control parts of Arizona," he said.
"They literally have scouts on the high points in the mountains and in
the hills and they literally control movement. They have radios, they
have optics, they have night-vision goggles as good as anything law
enforcement has.

"This is going on here in Arizona," he said. "This is 70 to 80 miles
from the border - 30 miles from the fifth-largest city in the United
States."

He said he asked the Obama administration for 3,000 National Guard
soldiers to patrol the border, but what he got were 15 signs.

Arizona Gov. Jan Brewer condemned what she called the federal
government's "continued failure to secure our international border,"
saying the lack of security has resulted in important natural
recreational areas in her state being declared too dangerous to visit.

In a recent campaign video posted to YouTube, Mrs. Brewer - standing in
front of one of the BLM signs - attacked the administration over the
signs, calling them "an outrage" and telling President Obama to "Do your
job. Secure our borders."

BLM spokesman Dennis Godfrey in Arizona said agency officials were
surprised by the reaction the signs generated when they were put up this
summer.

"We were perhaps naive in setting the signs up," he said. "The intention
of the signs was to make the public aware that there is potential
illegal activity here. But it was interpreted in a different light, and
that was not the intent at all."

He said there should be "no sense that we have ceded the land," adding
that no BLM lands in Arizona are closed to the public.

"I kind of liken it to if I were visiting a city I were not familiar
with and asked a policeman if it were safe to go in a particular area,"
Mr. Godfrey said.

Rising violence along the border has coincided with a crackdown in
Mexico on warring drug gangs, who are seeking control of smuggling
routes into the United States.

Mexican President Felipe Calderon has waged a bloody campaign against
powerful cartels, yesterday announcing the arrest of Texas-born Edgar
"La Barbie" Valdez - a powerful cartel leader captured outside of Mexico
City on Monday evening.

More than 28,000 people have died since Mr. Calderon launched his
crackdown in late 2006, and the bloodshed shows no sign of ending. Law
enforcement authorities have been warning for more than two years that
the dramatic rise in border violence eventually would spread into the
U.S.

T.J. Bonner, president of the National Border Patrol Council, which
represents all 17,500 of the Border Patrol's front-line agents, said
areas well north of the border are so overrun by armed criminals that
U.S. citizens are being warned to keep out of those locations.
"The federal government's lack of will to secure our borders is
painfully evident when signs are posted well north of the border warning
citizens that armed and dangerous criminals are roaming through those
areas with impunity," he said. "Instead of taking the steps necessary to
secure our borders, politicians are attempting to convince the public
that our borders are more secure now than ever before.

"Fortunately, some responsible civil servants are candidly warning the
public about the dangers that exist not just along the border but, in
some cases, well beyond," he said. "This situation should alarm all
sensible people, and should spur endless demands that our legislators
take whatever actions are necessary to restore law and order to these
areas."

Whats the best way to clean a bike chain?

I have a 2010 Specialized Rockhopper. I bought some Pedros Citrus degreaser and wiped the chain and gears down. But it seems like there was a lot of dirt and grime in between the links that I couldn't get to with a towel.

Would one of those bike chain cleaners work better? The little plastic machines that you just run the chain through. Or is removing the chain and soaking it the best? Don't I need tools to remove the chain? And would the chain ever breakdown from constant removal and re-installation? On one youtube video the guy used alcohol to clean his chain. Does that work just as well?

After I was done I lubed it with Finish Line Dry Teflon lube. I'm riding in the dry Phoenix climate and this bike is for desert offroad trails.

I don't mind the tedious work as long as the job gets done right. I'm a noob and I just wanna make sure I take care of my stuff! Any other tips would be helpful!!

I need immediate help with my Gateway 6510GZ?

I have a Gateway 6510GZ that I bought a few years ago, and we sent it in for repair for a bad HDD. When we got it back, after about 3 months, video started dragging. When I say that, I mean it would sound like everything was in slow-motion, and the video would follow suit or just stop. So, I did a little investigation, and found that my BIOS is only committing 8MB of RAM to my video card! But I have Phoenix BIOS 61.06 or 61.01, I'm not sure - But my point being, i my BIOS, I'm not able to change it to, say, 64MB, as I have 512MB of RAM.

One idea I had was to try to trip the BIOS by installing 2GB of RAM for instance, and then switch back to see if it auto corrects. Would this work, maybe?

Any other help or a solution would be GREATLY appreciated.

Whenever I try to get the video card to work, it says "the device cannot start (code 10)".

I have tried uninstalling the video card and reinstalling it, trying to update the standard vga adapter to be compatible with my video card.

Nothing will work, HELP!
In Display Adapters, in the Device Manager, It says that the Standard VGA Graphics adapter is working properly, but when I try to install the video card, it says that the device is not working. If I try to update the vga driver to make it compatible with my video card, I get the same error, "the device cannot start". There is a little yellow exclamation mark on the picture when it is unable to start.

Upgrade to increase WoW Speed?

On world of warcraft, on 25 man raids, I'm always running on about 5 fps which causes me to fuck up and ruin the raid. I'm wondering what of a single item I can use to upgrade my computer so it's above 20fps or something in those raids. I have great ram, but I'm debating on a new processer or video card. Buying a new computer entirely is a no. Buying both things is a no. I'm on a very strict budget currently and I want to know how to get this game fast within the next week.

Where do I find all the missing drivers?

I reinstalled Windows Xp in my girlfriend's pc due to viruses. It made a clean and new installation with no problems but even though the modem says that the internet is on the computer doesn't recognize the device and we have no internet ; and all these drivers are shown missing in the Device Manager under the -Other Devices's label:

I know that at least 2 of them are related to the Internet so I would be very thankful if you help me with these in the best way possible so I can save the drivers in an USB and manually install them in her computer.

I don't really have any experience and I am going to be a senior. Any ideas to help me? I've had a lot going on the past few years and haven't been able to follow my passion. How do I get my computer headphones to work?

I have a 2006 Sony Phoenix lap top and it had Windows Vista Business. I'm going on vacation and want to listen to my iTunes on the airplane. But in order to do that, I need to plug in headphones so I won't disrupt other people. On my last trip on Delta Airlines, I got a little bag with computer headphones and an adapter. I plugged those headphones into my lap top. Yes, the sound stopped coming from the computer speakers, but the sound wasn't coming out of the headphones either. It's like the headphones muted everything, which is strange.
Later, I tried my iPod headphones (I have the newest iPod nano, the one with the video camera, if this info makes a difference). But the same thing happened, no sound came out of the headphones.
It would be great if you could tell me what I should do. Thanks.

Washington, DC -- Hidden cameras have captured a startling stream of illegal immigrants and drug runners traveling freely from Mexico into the United States through federal forest and game preserves in southern Arizona.

The stealth footage is featured in a new video, titled “Hidden Cameras on the Arizona Border 2: Drugs, Guns, and 850 Illegal Aliens,” that the Center for Immigration Studies released Thursday.

Southern Arizona “has become almost a playground for smugglers,” said Janice Kephart, the center’s national security policy director. “Federal lands should be the starting point — not the last point — for border security.”

The video, which runs nearly 10 minutes, features dramatic footage of lines of individuals moving resolutely northward in such areas as the Coronado National Forest and the Casa Grande Sector, just miles north of the Arizona-Mexico border.

Collected from hidden cameras in February and March, the footage — edited for the shorter feature — documents at least 850 illegal immigrants and nine drug couriers. It also reveals ongoing damage to the protected wilderness areas through trash and other destruction.

Arizona Gov. Jan Brewer has said that U.S. policies have resulted in the state’s being ''under attack'' from Mexican drug and immigrant-smuggling cartels. Those at the film's premiere concurred with that assessment.

These people do not come here “to pick tomatoes,” said Rep. Rob Bishop, R-Utah, the ranking Republican on the House subcommittee that oversees national parks, forests and public lands. “These are drug smugglers, human traffickers, and terrorists.”

Bishop is pushing legislation that will permit the border patrol and Homeland Security to police the borders in national parks and forests, which is prohibited now.

The law change is “a common-sense, no-brainer for us,” said Bishop, who decried the fact that the House and the Senate have passed language to enact the change — but in different pieces of legislation in which neither side can find a compromise.

“First things first,” Bishop said. “You are never going to be able to move forward for any other type of immigration” reform without securing the border and halting the illegal flow.

The video released Thursday, the second in a series the Center for Immigration Studies has produced, includes a 2004 federal government PowerPoint presentation showing the near-complete devastation of a borderland national park because of illegal immigrant activity.

It also shows a 2001 federal report that details the locations of the illegal trails that immigrants caught on the hidden cameras use — underscoring the federal government’s apparent inaction to combat the illegal flow on pathways still used for criminal purposes.

Obtaining public information and federal documents was a near Quixotic task, Kephart said. It took years to get some of the information, she said, adding that she eventually gave up and went to the border to do the reporting.

The film was released the same day that Florida, Texas, and seven other states filed a brief supporting Arizona's immigration law aimed at cracking down on illegal immigrants after the U.S. government sued to block its enforcement.

The states’ filing in a federal court in Phoenix insisted that Arizona's statute does not establish an immigration policy that would interfere with federal law.

“The federal government seeks to negate this pre-existing power of the states to verify a person's immigration status and similarly seeks to reject the assistance that the states can lawfully provide to the federal government,” the states wrote.

so i have a dell dimension 2400 from 2004, and a burning desire to play Stalker: Call of Pripyat.

i was planning on buying an E5300 Pentium Dual-core Processor, a nVIDIA GeForce 8400GS Graphics Card, and 1GB 400MHz DDR DRAM but i'm not sure as to the compatibility and use of these parts because i don't really know much about computers, although i know that my computer only has PCI slots (not PCI express). my main qualms about compatibility are with the processor, to be honest.

Nvidia Geforce 6200 turbocache problems.. HELP?

Hi I bought a Nvidia Geforce 6200 turbocache card because my old one got shorted out and i couldnt see anything. I installed the card and everything works fine like my desktop and everything is just fine i can see and play Starcraft fine. But I want to play World of Warcraft and it dosent work it just goes to a black screen and starts blinking.. i updated the card to the 257.something update and it didnt do anything. Dxdiag wont pick it up either and device manager says this Windows has stopped this device because it has reported problems. (Code 43). I uninstalled it.. Rebooted the computer and my computer still looks normal and i can play starcraft still as if the card is installed... So i ran the installer again and nothing happened when i rebooted my computer.. I also cant access the Nvidia control panel it says You are not currently using a display attached to an Nvidia GPU ( which i am)
I also have directx 11.

Will it help me run runescape better? Ok so i did a test to see if my page file would increase if I went to a more populated runescape world (world 1). Basically there's a lot going on in world 1 and when I went there my Page file increased from 1.1gb to 1.7gb.

Help! Video Card Overheating!?

My Video card is heating so darn much. I installed a program that tells me how hot is it & it went to 96c! I Installed the program to see how hot it would go while playing World of Warcraft cause I heard if it went over 75c its too much, but it went to 96c. I'm just wondering why! My friend told me its because I have a Dual Core Processor 4050e? And he said if I get Windows 7 it would be alot better? I want to know what is it exactly, the video card or the Processor. What does windows Vista have to do with this? I only simply want my video card to not heat up. Btw, the only game I play is World of Warcraft.

What would cause my computer to do this?

Over the last four days my computer has begun to act strange. Whenever I attempt to do something that makes the computer use resources like watching videos or just recently I attempted to get a performance test and rating from Vista the screen goes black.

The thing is if I watch videos that are actually on my hard drive it does it, where as videos that are hosted on sites like Hulu it has no problem and doesn't do it.

I'll get anywhere between ten to thirty minutes into a video and the screen will go black and the audio goes with it. The computer and hard drive are still running, but the display cuts out. I've never had this problem until recently. Tonight I cleaned out all the dust from all the fans and heat sink and it still does it. I have one side of the case from the computer off and the video card actually feels hot and the computers only been on for no more than 15 minutes. I've only done internet browsing thus far.

Is my video card going out or is it something else?

1. I am planning to visit China during the summer, can I get in without troubles since my passport has a visa for Taiwan?
I know China has issues with Taiwan being a country, so will I have any problems entering or getting a visa if I have a current visa for Taiwan?

2. Can I use my laptop there?
Since China has a different electrical ratings than US and Taiwan (110v) will my laptop still work, or will I need to buy some sort of converter?

3. Can I access YouTube to upload my travel videos?
I read that China blocked YouTube recently because of the anniversary of the Tiananmen Sq. incident so that their people can't access videos about the events that day or some reason like that. So, is it possible to access YouTube now or still blocked? Is there away around the block, or is there a reliable site that is just as good as YouTube?

4. Can I convert Taiwan Dollars to Chinese RMB in China, or should I convert them into US dollars before leaving Taiwan?
I ask this because I don't know where I can convert to RMB here in Taiwan. I looked for a few days at different banks and ask some classmates but no one can help me.

5. Can I survive 2 weeks in China with only $700?
Since I am studying in Taiwan for a whole year I don't have a lot of extra money. But I want to visit Hong Kong, Guangzhou, Guilin to see the strange and famous Chinese round mountains, Phoenix village to see what old world China was like, and few other places. I might be able to increase my budget to $1000 but not much more than that.

PHOENIX - Cartels are turning to children to bring their illegal goods to the U.S., federal officials say.

Records kept by Customs and Border Protection show 130 minors were caught attempting to bring drugs through entry ports from Sonora into Arizona during fiscal year 2009, an 83 percent increase over the previous year.

Recently, customs officials working the San Luis port of entry near Yuma busted two American teenagers.

They arrested a 15-year-old girl who entered the state with 5 pounds of pot strapped around her stomach and a 16-year-old boy with 2 pounds of cannabis taped to his legs. Combined, the drugs on the street are worth $72,000.

Teresa Small, a Customs and Border Protection spokeswoman in San Luis, said narcotics organizations are always on the lookout for ways to penetrate increased border security and so they recruit American teens with claims that they won't face major punishment if they are caught.

``Drug-trafficking organizations lead them to believe they will not have a substantial sentence,'' Small said. ``But they're actually telling them a lie.''

In fact, prison terms are not uncommon for teenage smugglers.

``One thing for sure: They will get the hardest punishment possible,'' Small said.

Federal and local authorities created programs last year to warn Yuma County students about the dangers and consequences of drug smuggling. The federal campaign includes a presentation by border agents and a video with arrest re- enactments.

Roger Nelson, chief deputy for criminal cases at the Yuma County Attorney's Office, said young smugglers face a strong likelihood of prison time.

Virtually all 17-year-olds are prosecuted as adults, Nelson said, as are many 15- and 16-year-olds. Importation of drugs is a Class 2 felony that carries a presumptive sentence of five years
